Implementasi Kebijakan Alokasi Dana Desa Di Desa Nupabomba Kecamatan Tanantovea Kabupaten Donggala

Abstract

The aim of this study is to assess and provide an overview of the implementation of the Village Fund Allocation Policy (ADD) in Nupabomba Village, Tanantovea District, Donggala Regency, by considering various aspects related to its implementation. For this research, a descriptive qualitative method was used with data collection techniques through observation, interviews, and documentation. The study was conducted in Nupabomba Village, Tanantovea District, using a responsive informant selection technique, with a total of 5 people, and referring to the Van Meter and Van Horn theories. In analyzing the problem, the study utilized the Van Meter and Van Horn implementation policy approach model as the Grand Theory. The study concluded that there were several factors that could influence the implementation of these policies, both as supporting and inhibiting factors. These factors include: 1) incomplete implementation of policies, 2) the need for improvement in human resources, 3) implementing organizations that do not fully understand their duties and functions, 4) the attitude of executors that prioritizes sector interests over policy goals, 5) ineffective communication between related organizations and inadequate outreach from the district government to village communities as policy targets, and 6) the influence of social and economic factors on society as policy target groups.
